BackgroundThe Danish refugee Council (DRC) has been operating in the North Caucasus for more than 10 years responding to the needs of internally displaced people (IDPs) stemming from the two Chechen conflicts, and to a lesser extent the conflict in Prigorodny, and refugees from the South Ossetian conflict in Georgia. Over the past 3 years DRC’s operation has shifted its focus from provision to relief aid to a focus on durable solutions, rights protection and close cooperation with local duty bearers and civil society.The strategic focus for DRC in the North Caucasus for the next 3 years is on support to duty bearers in taking on their roles and responsibilities and assisting conflict affected people in accessing their rights to durable solutions.DRC today provides housing and income generating support to conflict affected people as well as analysis and registration activities for displaced groups. DRC also works to support and cooperate with local civil society and local government structures in identifying and realising durable solutions to displacements and other war-generated problems. Finally DRC assists war affected people with accessing their social rights.Purposes of the positionThe purposes of the livelihoods expert position are:• To ensure a high quality of DRC’s activities supporting the creation of economic self reliance opportunities for war affected people.• To develop DRC’s programmatic responses to respond adequately to the current economic climate in the region and to our target groups’ needs and prospects for durable solutions• To mentor and support our local project management in programme implementation and developmentMajor Duties and Responsibilities• staff capacity building / mentoring of national colleagues• actively take part in the further development of the overall and specific planning efforts of DRC, develop concepts and proposals for livelihood interventions in the region• operational management and strategic leadership of livelihood activities in the field of grants, loans, vocational training• contract management and administration in accordance with donor guidelines and agreements• targeting and beneficiary selection• fundraising and programme developmentExamples of specific tasks of the expert:• ensure that livelihood interventions reach the target population, recommend corrective measures when needed and propose new ways forward.• establish and maintain systems for monitoring and evaluating the results and impacts of livelihood and self-reliance program activities• guide and monitor beneficiary selection processes• develop and maintain excel based budget and project monitoring tools • prepare integrated program initiatives in selected geographic locations• work directly with national managers’ in all aspects of the project cycle• Financial and narrative reporting to donors• Fundraising and liaison with donorsRequirements• Strong pedagogical skills and interest in and documented ability to integrate mentoring and staff capacity building in daily work-flows• strong operational experience, min. 5 years, from international aid work• minimum 3 years of management experience from international aid work• experience with livelihoods activities from a strategic and management perspective• relevant educational background in the field of business development, economics or social science• strong communication and analytical skills• fluency in written and spoken English • knowledge of Russian language is an advantageParticular attention is paid to the applicant’s ability to blend into a team of national and international managers and deliver results in a participatory manner under tight deadlines.ReferenceThe Livelihood Expert refers to the NC Country Director.ConditionsDuty stationGrozny, Chechnya. Non-family duty station. Frequent travel within the Russian federation can be expected.Contract 12 months.
