BackgroundThe Danish refugee Council (DRC) has been operating in the North Caucasus for more than 10 years responding to the needs of internally displaced people (IDPs) stemming from the two Chechen conflicts, and to a lesser extent the conflict in Prigorodny, and refugees from the South Ossetian conflict in Georgia. Over the past 3 years DRC’s operation has shifted its focus from provision to relief aid to a focus on durable solutions rights protection and close cooperation with local duty bearers.The strategic focus for DRC in the North Caucasus for the next 3 years is on support to duty bearers in taking on their roles and responsibilities and assisting conflict affected people in accessing their rights to durable solutions.DRC today provides housing and income generating support to conflict affected people as well as analysis and registration activities for displaced groups. DRC also works to support and cooperate with local civil society and local government structures in identifying and realising durable solutions to displacements and other war-generated problems. Finally DRC assists war affected people with accessing their social rights.Purposes of the positionThe purposes of the Protection & Advocacy Expert are:• To mentor and support our local project management in programme implementation and development• To develop and maintain DRC’s role as the lead agency in the region when it comes to knowledge about the target groups and the context• To support the linkages between DRC’s livelihoods and protection activities and strengthen the protection logic in general in DRC’s operationMajor Duties and Responsibilities• Staff capacity building / mentoring of national colleagues• Contract management and administration in accordance with donor guidelines and agreements• Targeting and beneficiary selection• Operational management of programme activities in the field of targeting, registration, social rights, return and information/advocacy, civil society and duty bearers capacity building• Fundraising and programme developmentExamples of specific tasks of the experts:• formulate and design research and analysis priorities of DRC• close liaison with UNHCR protection unit• editing and preparation of external data reports from DRC-undertaken studies• guide and monitor beneficiary selection processes• design internal evaluations and monitoring plans• Financial and narrative reporting to donors• Fundraising and liaison with donors• develop and maintain excel based budget and project monitoring tools Requirements• Good pedagogical skills and documented ability to integrate mentoring and capacity building in daily work-flows• Relevant educational background in legal issues, human rights, international law, social science or similar• operational experience from international aid work, min. 3 years, • experience with protection activities preferably from a strategic and management perspective• minimum 3 year of management experience from an international aid context• fluency in written and spoken English • knowledge of Russian language is an advantageReferenceThe Protection & Advocacy Expert refers to the NC Country Director.ConditionsDuty stationGrozny, Chechnya. Non-family duty station. Frequent travel within the Russian federation can be expected.Contract12 monthsSalary and conditions are in accordance with the Danish Refugee Council “Terms of Employment for Expatriates” (available at www.drc.dk under Vacancies).
