DRC’s new office in Dushanbe, TajikistanExpected funding allows the Danish Refugee Council (DRC) to continue its civil society networking activities in Ferghana Valley and expand its refugee protection and civil society activities in Tajikistan. The project is funded by Danish Ministry for Foreign Affairs (ENR) and Irish Aid.BackgroundDRC’s programme in Central Asia consists of two components:1. Component I seeks to empower the NGO network Dolina Mira, which has already proved to be an influential and viable regional civil society structure reckoned with by central and regional authorities and other stake-holders in Kyrgyzstan and Tajikistan. The major focus of the activities is on enhancing dialogue between Dolina Mira and state structures on regional conflict generating issues.2. Component II promotes refugee protection and durable solutions for refugees in Tajikistan. This is performed through building capacity of NGOs, refugee communities and the relevant state structures in Tajikistan on the issues relating to protection and integration of Afghan refugees in the country. The action is part of DRC’s comprehensive protection strategy, which aims at supporting protection and durable solutions for asylum seekers and refugees, including strengthening of the relevant authorities and their asylum systems.DutiesThe Representative will be overall in charge of DRC’s operation in Central Asia as well as have concrete implementation responsibility. This include fundraising, drafting proposals and reports to donors, administrative and financial management and controlling, and undertake assessments, plan, implement and monitor activities. DRC is working in close co-ordination and co-operation with partners and authorities. The Representative often engages in discussions, negotiation and advocacy with UN agencies, governments in Tajikistan and Kyrgyzstan and in the region, and with local agencies. The Representative is overall responsible for the security (incl. transport and communication procedures).Externally, the Representative will represent DRC to donors, partners and authorities as well as maintain and develop DRC’s national partnerships. An important aspect and challenge is to balance external relations in a very politicised and changing environment, and to understand and read the security situation. Internally, the Representative will close down the present office in Bishkek, Kyrgyzstan and establish and directly manage the new office in Dushanbe in accordance with DRC procedures and guidelines as well as to manage and motivate staff. The Representative is overall responsible for ensuring that contracts is implemented, and reporting conducted in accordance with DRC and donor guidelines.The Representative refers to and works in close cooperation with the Programme Co-ordinator in HQ.Qualifications• University degree, i.e. political science, development studies, law, etc. • Solid professional experience of programme management and experience of civil society networking and advocacy activities• Proven fundraising skills and solid experience with communication and negations with state structures• Knowledge of international asylum and refugee law will be an advantage• Fluency in written and spoken English and very good knowledge of RussianFurthermore, it is important that you can work independently, that you possess diplomatic skills and enjoy engaging in work relations with actors from civil society, state authorities and international organisations.We encourage all qualified candidates to apply, irrespective of nationality, race, gender or age.Further informationYou are welcome to contact the Head of Section Shanna Jensen, direct phone +******for further information about the position.
