Emergency Support for Somali Refugees and Host Communities in Somali Region of EthiopiaThe Danish Refugee Council (DRC) invites applications for the position as Country Director for the Emergency Support Programme for Somali Refugees and Host Communities in Somali Region of Ethiopia. The position is based in Jijiga, Ethiopia.DRCs programme in Ethiopia is currently in the upstart phase.The programme has two main components:1. Emergency interventions. These interventions aim at alleviating the immediate pressure from large influx of refugees on local resources in host communities. Interventions typically consist of rehabilitation of physical assets such as water-points and latrines. 2. Rural rehabilitation: DRC’s experience throughout the Horn of Africa has shown that longer-term support to hosting communities is a highly effective mechanism to work towards durable solutions to refugee situations. It supports the existing protection and coping mechanisms and eases potential social tensions between hosts and refugees. This component includes local capacity building. To achieve this DRC works in close partnership with government authorities and local communities as well as local and international organisations. The programme in Ethiopia is run as a separate programme, but with close links to DRC’s ongoing activities in Kenya, Yemen, Somaliland, Central Somalia facilitated through the regional office in Nairobi. For the time being there is one donor to the Ethiopia programme – Danida. It is expected that other donors will come in.DutiesThe Country Director represents the Danish Refugee Council in Ethiopia. DRC’s programme in Ethiopia is new and the Country Director will be responsible for the upstart of activities as well as for the consolidation of the organisation in the country. This includes establishment and management of the DRC offices in programme areas, upstart of activities and further development of the programme components, as well as overall responsibility for reporting.Qualifications• Proven management skills, including financial management, from a developing country• Solid professional experience from community based planning, implementation and monitoring through participatory processes• Experience from negotiations with individuals, communities, organisations, donors and authorities on all levels;• Preferably experience from working with refugees/IDP’s• Cultural sensitivity and adaptability• Work experience from and knowledge about African societies in general or Somalia in particular an advantage• Fluency in written and spoken EnglishReporting The position reports to DRC’s Deputy Regional Director for the Horn of Africa in Nairobi, Kenya.ConditionsDuty station: Jijiga, Ethiopia, with frequent travels to Addis Ababa.
