LebanonThe Danish Refugee Council (DRC) has been operating in Lebanon since 2004. DRC works with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the 2006 war. Country programme sectors include shelter, non-food assistance (distribution of heating stoves and fuel, clothing, school kits, etc.), income generation/livelihood support, legal assistance, capacity building and protection.  DRC is committed to basic humanitarian principles, including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. DRC is inviting applications for a national Project Manager (PM) for an ongoing project supporting Palestinian youth in Saida. The project’s purpose is to provide increased educational and income generation opportunities for youth in Ein el Helweh camp and its environs. This is being achieved by facilitating access to vocational training and job opportunities for young people, supporting start-up and existing small businesses, providing remedial education and other support for at-risk students and school dropouts and advocating with community business leaders and national authorities. The PM will have overall responsibilities for day-to-day project activities ranging from supervision, monitoring and evaluation, budget oversight, coordination and reporting. The PM is a part of the DRC senior management team and reports to the Country Director. 'Key Responsibilities• Coordinate with and maintain an active referral network with other relevant service providers at national and local levels (UNRWA, NGOs, universities, etc.)• Supervise and monitor the performance of DRC project staff• Monitor project activities to ensure that they are carried out according to established work plans, schedules, DRC policies & donor guidelines• Assist local partners in developing new project concepts and proposals• Provide ongoing technical support to local partners, in coordination with DRC’s education and income generation advisors• Review and approve project expenditures to ensure compliance with budget and donor requirements• Prepare narrative and other reports, as needed„X Support DRC’s national-level advocacy efforts regarding Palestinian refugee education and employment issues and opportunities• Attend relevant inter-agency coordination meetings and participate in working groups• Monitor local security environment and implement appropriate security procedures• Assist in developing new project initiatives for Palestinians in Lebanon• Provide technical expertise to other funded projects, where needed• Other tasks, as requested by the Country DirectorQualifications• Relevant university degree, preferably at masters level • At least 6 years of relevant experience, with at least 3 at management level• Technical expertise in education or business management preferred• NGO experience strongly preferred• Strong diplomacy skills and political objectivity• Excellent communication and co-ordination skills• Native spoken and written Arabic• Fluent spoken and written EnglishConditionsDRC offers a competitive local NGO salary & benefits package commensurate with skills & experience.  PLEASE NOTE THAT THIS IS A NATIONAL AND NOT EXPATRIATE POSITION.Application:Applications should include a detailed CV and a cover letter that addresses the applicant’s motivation in applying for the position.  Please forward application, in English and marked “Palestinian Youth Project Manager application” by the form below.  The closing date is 5 June 2009.
