Income Generation Advisor¡V Palestinian Youth Project

The Danish Refugee Council (DRC) is inviting applications for the senior national position of Income Generation Advisor (IGA) for a project working with Palestinian youth.

DRC has been operating in Lebanon since 2004 and working with Palestinian and Iraqi refugees, as well as Lebanese communities in areas highly affected by the 2006 war. Country programme sectors include shelter, non-food assistance (distribution of heating stoves and fuel, clothing, school kits, etc.), income generation/livelihood support, legal assistance and local capacity building.

DRC is committed to basic humanitarian principles, including impartiality and neutrality, and offers the highest standards of accountability to the people it serves.

Responsibilities
The IGA will guide and support income-generation activities under a multi-year project providing educational and livelihood assistance in Ein El Helweh Camp, Saida.


The livelihoods component seeks to increases economic opportunities for Palestinians through a combination of vocational training, provision of tool kits and in-kind business grants; assistance with job counselling/placement and business management training.

The IGA will be part of a small DRC team whose role will be to facilitate and monitor the work of local NGO partners contracted to implement the different project activities. To this end, the IGA will closely work with local partner NGOs to increase their livelihoods activities within the camp while ensuring use of best practices through collaborative programming and follow-up.

The IGA reports to the Project Manager. 

Key tasks include the following
„X to establish and maintain an active referral network with relevant livelihoods service providers (UNRWA, NGOs, etc.), local business leaders and professional trainers/consultants;
„X to establish and ensure the consistent use of standards and procedures for the different livelihood activity interventions;
„X to establish benchmarks and standards for measuring progress, and to monitor project activity against these;
„X to develop and implement orientation/training courses for local partner staff;
„X to develop, with local partners and consultants, standard business training curricula for different skill areas and levels, and organise training programmes for Palestinian businesses;
„X to ensure that project clients/beneficiaries receive appropriate follow-up and support;
„X to prepare quarterly and other progress reports, as required;
„X to support DRC’s national-level advocacy efforts regarding Palestinian employment  constraints and opportunities;
• to actively co-ordinate with NGOs and other key actors in the livelihood sector, as well as participate in relevant working groups;
• Other tasks, as requested by the Project Manager or Country Director

Qualifications
DRC is looking for a mature and dynamic person to join the project. This person must have a masters-level university degree and relevant practical experience. The person must also be willing and able to work on a daily basis in Ein El Helweh refugee camp, Saida.

• MBA or other relevant masters degree
• At least 6 years experience in business development and/or administration
• NGO experience preferred
• Strong diplomacy skills and political objectivity
• Excellent communication and co-ordination skills
• Native spoken and written Arabic
• Fluent spoken and written English
