M&E Compliance ManagerIraq missionStationed in Amman, JordanDanish Refugee Council (DRC) is looking for a competent manager with years of international experience working with an NGO in a complex humanitarian setting. In such a context, the manager is used to develop and roll out monitoring and evaluations systems including systems to document compliance against minimum quality standards and guidelines. The responsibilities include:• Strengthening the DRCs Iraq programme in the area of monitoring, evaluation and compliance by providing management, technical support and training to staff• Supporting consistent integration of the HAP principles of accountability into the work of DRC Iraq• Acting as focal point for DRC in the field of project and programme monitoring• Acting as focal point for DRC Middle East in the field of complianceBackground of DRC Iraq Activities:DRC has been present in Iraq since April 2003 with operations in Diyala Governorate north-east of Baghdad and has since opened offices in Basra governorate (April 2004), and in the governorates of Maysan, Kerbalah and Wassit (September 2007). Regionally, DRC is also present in Syria and LebanonThe overall objective for DRC in Iraq is the protection and promotion of durable solutions to displacement affected populations. This is done on basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, livelihood, and self-reliance support as well as a more long term focus on capacity building and environment building. In spite of a considerable improvement in the security situation during the past 6-9 month, the security situation in Iraq remains very volatile to an extent where expatriate staff travels to Iraq are presently restricted to the Kurdish areas. This makes remote management one of the main premises and challenges in terms of operating in Iraq. As a member of the Humanitarian Accountability Partnership (HAP), DRC is committed to documenting our accountability to the beneficiary population and the impact of our activities. Complying with these commitments is challenged by the limited access. DRC adopts a community-based approach, whereas beneficiaries and local authorities are included in the prioritising, planning and implementation of activities as an important measure of rehabilitation and capacity building. Main areas of responsibilities and description of tasksThe position of M&E Compliance Manager will support a consistent integration of M&E principles and Compliance practices into all DRC Iraq’s programmes activities and as an advisor on a regional level for DRC Syria and Lebanon. The M&E Compliance Manager will report to the Country Director and work in close co-ordination with the Programme Managers in the Amman Officer. The M&E Compliance Manager will be managing one national staff member.Monitoring & Evaluation• Develop a programme-wide monitoring and evaluation plan linked to indicators, which supports programme management, accountability and learning. In coordination with Project Managers, ensure that the plan is implemented• Undertake periodic field visits to project sites in the Kurdish governorates to make sure that the activities are being done in accordance to the work-plan and schedules• Provide support to field teams and programme staff in how to improve the work of DRC in Iraq• In co-ordination with the Country Director, liaise with donors on matters related to monitoring and evaluation• Train staff on M&E principlesCompliance• Review and evaluate all donor reports prior submission to the Country Director• In conjunction with other staff, participate in proposal writing• Focal point for rolling out the DRC Programme Handbook• Train key programme staff in becoming trainers of the Programme Handbook at field level• Make sure that the DRC Iraq office is following and adhering to HAP benchmarks• Train staff on DRC compliance practicesGeneral• Member of DRC Iraq senior management team• Work with key staff to ensure that cross cutting issues e.g. gender are appropriately reflected, understood and implemented across the DRC Iraq programme• Advise on the general approach of the Iraq programme in line with current research and developments inline with DRC strategic priorities Qualifications & Experience• Minimum of 3 years of work experience within the field of monitoring and evaluation working for an NGO in an international position• Experience in working with documenting compliance with minimum requirements. Clear understanding of and experience in meeting accountability benchmarks a strong advantage• Experience working with International NGO’s, UN agencies, line ministries and/or local authorities in migrants/refugee settings in complex emergencies• Experience in participatory assessment and community-based monitoring approaches• Excellent analytical and report writing skills (English)• Experience with capacity building of national staff, and in convening and facilitating trainings and workshops• Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local staff and other stakeholders• Experience living and working in a cross-cultural, multi-sector, insecure, remote area environment, under team conditions • Excellent English language skills (written and spoken) essential, Arabic an advantageConditionsAvailability:  February 2008Duty station:  Amman.
