Refugee and IDP Livelihood Programme in Puntland – North East SomaliaThe Danish Refugee Council (DRC) invites applications for the position as Programme Manager for the continuation of a programme in support of returning refugees and IDP’s currently living in Puntland. The position is based in Bosaso in Northeast Somalia.The programme has three main components:Co-ordinated action to meet immediate basic humanitarian needs in IDP settlements; Community Driven Rehabilitation and Development component; Advocacy component for human rights and peace-building including working with traditional leaders and women, IDPs, and minority groups.To achieve this DRC works in close partnership with local communities, government authorities as well as local and international organisations. The programme in Puntland is run as a separate programme, but with close links to DRC’s ongoing activities in Somaliland, Central Somalia and the regional office in Nairobi. Donors to the Puntland programme include Danida, UNHCR,EC, ECHO, FAO.DutiesThe Programme Manager represents the Danish Refugee Council in Puntland and has the overall responsibility for the implementation of the DRC programme and further programme development. This includes management of the DRC office in Bosaso, implementation and further development of the programme components, as well as overall responsibility for reporting.QualificationsProven management skills, including financial management, from a developing country Solid professional experience from community based planning, implementation and monitoring through participatory processes Experience with participatory methods Experience from negotiations with individuals, communities, organisations, donors and authorities on all levels Preferably experience from working in post-conflict areas with refugees/IDP’s Cultural sensitivity and adaptability Work experience from and knowledge about African societies in general or Somalia in particular an advantage Fluency in written and spoken EnglishReporting The position reports to DRC’s Country Director for Somalia.ConditionsDuty station: Bosaso, Puntland, North East Somalia.
